Guidance for charitable organisations, community groups and commercial businesses

The information on this page relates to different ways you can promote your business or local event within Adur and Worthing if you are a local community group or charity, or a business.

Displaying notices, posters and banners on buildings and street furniture without permission from the owner is considered to be fly posting, which is illegal. The Councils take a zero tolerance policy to unauthorised fly posting, and we can take legal action against those responsible. Unauthorised banners, boards and posters found on street furniture will be removed, and any costs incurred will be recovered from those responsible. We can also order owners of a property to remove any posters displayed and issue fines to owners who refuse to do so.

Organisers of events using Council owned open spaces or property for events and funfairs are reminded not to use fly posting as a way to advertise their event; this is detailed in the terms and conditions for site hire and venue bookings. Failure to comply with this will mean you will not be given consideration for such use of the site in the future.

Adur Promotion Service

If you are a local charitable group or not-for-profit organisation, you can apply to the Adur Promotion Service to use a range of options to help promote your community events and activities. Our roadside banner display sites are free of charge for local non-ticketed events and our community information panels within local bus shelters are just £1.00 + VAT per month. We also offer reduced rates to local charities for some of our large media display panels in bus shelters, at £60.00 + VAT per month. We can provide advice regarding printing if required.

If you are a business, you can apply to advertise your services or events in our bus shelter media panels. These are available at over 20 locations throughout Lancing, Shoreham and Southwick. If you are promoting a public event, you can also access our banner display sites for £20.00 + VAT per week (or free for non-ticketed events).

You may like to book a promotional pitch for the day to help spread awareness of your services, either as a business or a charity. This is a new service for 2021 and we have four pitches available for day hire.

How to apply to use community information panels for the display of posters

Please note: Due to current work capacity issues and staffing levels, we are not able to take any bookings for the display of posters in May or June 2022. If you have already arranged a booking for community posters or media posters during this period, we will be in touch with you individually regarding your display. We hope to resume a normal service as soon as possible and apologise for any inconvenience caused. You are welcome to email the Promotion Service Team in the meantime with any queries you may have: promoservice@adur-worthing.gov.uk. The display of banners remains unaffected by this temporary pause in display of community posters and media posters.

Community and charity groups and organisations can apply to display A4 posters at designated bus shelters across Adur to promote their events. Advertising for commercial events is not permitted. 

There is a nominal charge for this service of £1.00 plus VAT (£1.20) per poster per month. This is to assist with the costs incurred for arranging the installation of posters into the panels at bus shelters.

Posters must conform to the following guidelines:

  • the maximum size for posters is A4 (portrait only)
  • posters must be laminated if using an inkjet printer

Applications will be considered with the following conditions:

  • All applications will be considered on a first come, first served basis
  • Adur District Council reserves the right to refuse an application based on the content of the advertisement
  • Promotional material will be removed after the event has taken place

Posters need to be sent to the Place and Economy Team at least 6 weeks (preferably more) before the event and will be installed by a member of the team once a month. The Council regrets that it cannot accept liability for any consequences in failing to install posters in time.

How to apply to display banners and boards at designated sites

There are designated sites across Adur that are available to commercial businesses and events, charitable groups and not-for-profit organisations for the display of banners and boards. 

Advertisement for local community events by charitable groups and not-for-profit organisations is available free of charge. Advertisement for commercial events if subject to a weekly fee of £20.00 plus VAT (£24.00).

Banners and display boards must conform to the following:

  • No banner is to exceed 1.5 square metre or 2.5 metres in length, and 1 metre in depth
  • No board to exceed 1 square metre (optimum dimensions for each site are displayed on the application form)
  • No banner or board to be installed more than two weeks prior to the event and must be removed immediately afterwards
  • No banner or board to remain in place at any one site for more than a four-week period, unless planning consent is obtained
  • Each site has been surveyed to allow for a maximum number of banners/boards at any one time; this number cannot be exceeded

Applications must be received at least four weeks before the event, and will be considered with the following conditions:

  • All applications will be considered on a first come, first served basis
  • The applicant is responsible for ensuring that they have adequate and suitable public liability insurance, to a minimum of £5 million. A copy of the certificate will be required upon approval of application
  • The safe fixing and removal of banners or display boards is the responsibility of the applicant, once they have received notification of approval
  • Applicants must ensure that banners and boards are securely attached at all times
  • Each banner and board display site differs in size. It is the applicant's responsibility to check the dimensions of their designated site to achieve a secure fit with optimal presentation
  • Adur District Council reserve the right to remove any banner or board that is considered insecure, inappropriate or of a size in excess of that agreed
  • The positioning of any banner or board must not cause a conflict with any road users and road safety
  • Banners and boards must be removed immediately after the event

How to apply for the display of 6-sheet posters in bus shelter media panels

Designated bus shelters across Adur are available for commercial businesses and events, charitable groups and not-for-profit organisations for the display of 6-sheet posters. 

Posters must conform to the following:

  • Each poster must be printed professionally on the correct media suitable for the type of display
  • A '6-sheet poster' size is 1,200mm x 1,800mm

Shelters are arranged in three categories - A, B or C - depending on their location, and each shelter has an inside and outside panel available for display:

  • Category A shelters are available for the hire fee of £200.00 plus VAT (£240.00) per month (this rate applies to all applicants)
  • Advertisement for local community events organised by Adur's charitable groups as well as those organised by Adur District Council, are available at a reduced rate of £60.00 plus VAT (£72.00) per month in category B shelters
    Advertisement for local events and services provided by Adur businesses and Worthing Borough Council are available at a reduced rate of £100.00 plus VAT (£120.00) per month in category B shelters
  • All commercial (ticketed) events, and services provided by non-Adur businesses are subject to the full hire fee of £200.00 plus VAT (£240.00) per month in both category A and B shelters
  • Category C shelters are available for the hire fee of £60.00 plus VAT (£72.00) per month to any event or business in Adur and Worthing

Applications will be considered with the following conditions:

  • Adur District Council reserves the right to refuse an application based on the content of the advertisement
  • Posters will be displayed for a minimum period of one month, and then monthly multiples as required; starting from the first of the month (in return for the agreed hire fee applicable to the shelter)
  • Adur District Council will ensure the safe installation of each poster for the agreed period of hire
  • Adur District Council will remove the promotional material at the end of the hire period
  • Maximum panel hire 25% of the total panels available - ie: a maximum of 4 x category A panels, 5 x category B panels and 3 x category C panels at any one time. With a maximum hire period of 6 months (3 months in category C)

Promotional stand pitches in Adur and Worthing

To assist businesses, local groups and charities with the promotion of their products and services, we have four pitches available for hire in Adur and Worthing. These pitches are available for hire daily with a reduced rate for bookings of three consecutive days. 

The fees in 2022 are £52.00 per day, or £127.00 for a 3-day booking.

Fees are payable once your requested date(s) have been confirmed.

In order to reserve a pitch, you must be a UK resident with the right to work in the UK, and be able to confirm this by submitting a copy of your Passport or Driving Licence with your application.

You will also need to provide proof of Public Liability Insurance cover, to a minimum of £5 million, with your application.

Any waste created by the promotional event must be removed from the site and disposed of correctly.

Please note that:

  • The distribution of leaflets is not encouraged and any littering caused by leaflets/flyers will remain the responsibility of the hirer
  • Consent cannot be given for days when the location is already booked for another event (eg markets) or for when maintenance works are being carried out
  • Parking is not available at any pitch, except for the vehicle/unit associated with the promotional stand
  • Promotional stands are not intended for the sale of goods, including food and drink, except with prior consent. Any form of street trading will require a Street Trader Permit. For more information please see: Street trading

Promotion of events in Worthing

The Worthing Town Centre Initiative has access to five advertising rotundas:

  • three in Montague Street
  • two on the promenade

These are primarily in place to promote events and activities in Worthing, and so local events will be given priority over any other advertising.

Sites can only be booked directly via the Worthing Town Centre Initiative, and are subject to availability and general conditions. A monthly rate applies, depending on the size of the poster and if you are a BID levy payer.
