Government pauses local government reorganisation programme

The government has announced it will be pausing and reviewing the local government reorganisation (LGR) programme, including the proposals for West Sussex.
In July, the government confirmed that its decision on LGR for West Sussex would be delayed, with a decision expected in October 2026.
The government has now confirmed that West Sussex will be considered as part of its wider review, alongside 15 other areas. Decisions already taken in Essex, Hampshire, Norfolk and Suffolk have been withdrawn following updated legal advice.
No timetable has yet been provided for the review or for a decision on the future of local government in West Sussex.
The government has also confirmed that local elections will take place in May 2027 on existing council boundaries.
Cllr Jeremy Gardner, the leader of Adur District Council, said:
“It is essential that any decision on local government reorganisation in West Sussex is the right one for Adur and we are keen to hear more details about what the government's review will entail and when it will be carried out. Residents and businesses can be assured that in the meantime, we will continue to operate and deliver services as usual.”
Cllr Caroline Baxter, the leader of Worthing Borough Council, said:
“The government stressed its commitment to effective and sustainable local government as part of yesterday's announcement. It is important that any changes to local government in West Sussex are carefully considered and deliver the best outcomes for our residents and businesses, alongside strong, well-designed local services.”
