Council gives owners deadline to clean up Worthing shopping area

We've ordered the companies responsible for the Montague Quarter shopping precinct to clean their areas up immediately - or face a bill for contractors to be hired to do the job.
Councillor Caroline Baxter, the leader of Worthing Borough Council, has launched the Pride in Worthing initiative to bring together council teams, our partners, businesses, community groups and residents behind one shared ambition - creating a cleaner, greener Worthing that reflects the pride people already have in the town.
A key part of it is creating a more concentrated, regular cleansing routine, which has made a noticeable improvement in the look of Portland Road and Montague Street in the last couple of weeks alone.
However despite multiple requests from us to Cayuga Developments and St. Clair Developments - the two owners of separate sections of the Montague Quarter - to regularly clean their paved space and prevent birds roosting above, the scale of pigeon poo there continues to bring down the look of the area. It also poses a health risk to passers-by.
Cayuga Developments has been ordered to clean the paved area between Liverpool Road at TK Maxx and the entrance to Nando's by Friday 28th August 2026. We have also specified that those areas must be cleaned and maintained on a weekly basis going forward.
If it fails to clean the site satisfactorily by next Friday, or the site is not regularly cleaned after that, we'll use contractors to do the work and will then bill the owner for it, using our powers under the Anti-social Behaviour Crime and Policing Act 2014.
Cayuga Developments and St. Clair Developments have been told that they must also resolve the problem of birds roosting in the sections of the Montague Quarter that each owns.
Cllr Baxter said:
“The Montague Quarter owners need to put this right, now. We've been working with them for months now, yet we are still waiting for them to properly address the problem.
“The council is investing in the creation of Montague Gardens and our teams and community volunteers are working through Pride in Worthing to make our town the best that it can be.
“It is completely unacceptable that the poor condition of this privately-owned site is undermining those improvements and adversely affecting the local businesses trading there and in surrounding areas of the town centre.
“The owners of the Montague Quarter need to take responsibility immediately.”
Since the launch of our Pride in Worthing initiative a month ago, we've worked with West Sussex County Council, businesses and members of the community to improve the town centre and seafront. As well as increasing cleansing work, we've refurbished seafront shelters, repainted buildings and begun work on the permanent repair for the pier.
