Applications open to transform Buckingham Park's southern pavilion in Shoreham

We are inviting organisations to submit expressions of interest to redevelop and operate the southern pavilion at Buckingham Park in Shoreham.
Interested parties can now submit their proposals to redevelop the site, helping to create a high-quality asset for the many residents and visitors who enjoy the popular green space.
Buckingham Park is the largest green space in the district and a hub for sports, large events, dog walkers and more. However, its southern pavilion has let down the rest of the park for some time and fails to meet the needs of the community. Its café space is limited, the toilet facilities are of a poor standard, and the building requires frequent repairs due to its age.
The redevelopment of the pavilion has been a long-standing aspiration of ours, local sports clubs and the wider community. Following extensive consultation and engagement with stakeholders, we developed a clear vision for a replacement pavilion that would serve as a modern, welcoming and accessible community hub.
The approved plans include a café with indoor and outdoor seating, modern public toilets, and improved changing facilities to support organised sport - all within a building designed to enhance the character and usability of the park.
Planning permission for the project was secured in 2024. While we initially considered delivering the project directly, we have since decided to seek a development or investment partner to take the scheme forward. This approach is intended to provide greater confidence that the project can be successfully delivered and operated over the long term.
Proposals to transform the pavilion are now being invited. Applicants will need to demonstrate how their plans align with the original vision and planning permission, which was developed through close consultation with the community.
We recognise that potential partners may wish to refine aspects of the scheme and are open to working collaboratively to ensure the final design meets shared objectives.

The expression of interest process is now open. It's planned that a new pavilion could be delivered in 2027.
