Adur Local Plan Key Issues Stage (2024)

Introduction

The council has started work on preparing an updated Adur Local Plan, which will provide a long-term vision for the area over a period of 15 years. The vision will be turned into objectives and policies which will deal with issues such as housing, the economy, the environment and infrastructure. Once adopted, the new plan will replace the existing Adur Local Plan which was adopted in 2017 and will be an important consideration in deciding planning applications.

A Key Issues consultation was undertaken between November 2024 and January 2025. This consultation sought views and suggestions on how Adur should grow and develop in the future. The consultation identified the issues and challenges facing the local plan area.This consultation provided an opportunity for people to help shape the future of the local plan area to meet their needs to create a better place to live, work and play.

The council has published a Consultation Statement which can be viewed below. Since the consultation exercise was carried out, the council has made the decision to progress the preparation of a new local plan under the new national planning system, introduced by the Levelling Up and Regeneration Act 2023. At the time of publication of the Consultation Statement, the government has not yet published the regulations for this new system. It is expected that these will be published in 2026.

The Consultation Statement sets out the engagement process and outcome of the Adur Local Plan Key Issues consultation. It sets out who was invited to make representations, the methods of engagement and a summary of the main issues raised.

Sustainability Appraisal Scoping Report - Adur Local Plan

The current Local Plan system requires councils to undertake Sustainability Appraisals (SA), incorporating Strategic Environmental Assessment (SEA) requirements, for each Development Plan. This is expected to be replaced by Environmental Outcome Reports. The aim of SA is to identify likely significant environmental, social and economic effects of the emerging plan, compared to reasonable alternatives. In doing so it can help maximise positive effect and minimise negative effects. Scoping is the first stage of the SA process. The purpose of the Scoping Report is to identify the scope and level of detail of the information to be included in the SA report.

Consultation on the Scoping Report was undertaken with the statutory consultation bodies which took place from 18th November to 23rd December 2024.
