Sustainability Statements

The Shoreham Harbour Interim Planning Guidance (IPG) requires all development proposals within the parts of the Shoreham Harbour Regeneration policy area in Adur to be accompanied by a Sustainability Statement. This requirement is reiterated in the Western Harbour Arm Development Brief.

A Sustainability Statements Guidance Note has been prepared to inform pre-application discussions and Development Management recommendations for new development within the Shoreham Harbour Regeneration area.

This guidance applies only to the parts of the Shoreham Harbour regeneration area that fall within Adur. Brighton & Hove City Council (BHCC) requires all development proposals to be accompanied by a completed Brighton & Hove Sustainability Checklist. It does not establish new planning policy but signposts to the existing and emerging policy framework. It is intended to be an evolving document which will be updated periodically to reflect changes in the planning policy framework.

Transport Strategy

A Draft Transport Strategy has been prepared to support the JAAP. This sets out a package of measures that will need to be put in place to support new development at the harbour.

Development Briefs

Development Briefs have been prepared for proposed areas of change in Shoreham Harbour. The briefs will provide detailed guidance for these areas and will also inform the preparation of the Joint Area Action Plan (JAAP). Together, the JAAP and Development Briefs will play a key role in contributing to the wider regeneration of Shoreham Harbour.

Western Harbour Arm

The Development Brief for the Western Harbour Arm has now been adopted as planning guidance. It is designed to provide detailed planning guidance for the area between Shoreham town centre and Kingston Beach until the Joint Area Action Plan (JAAP) for Shoreham Harbour is completed.

The Development Brief has been subject to several rounds of stakeholder and public consultation. This included a six-week period of formal public consultation on the Draft Development Brief between January and March 2013

The Consultation Statement and Summary of Amendments provides further information on the consultation process including how the requirements of the Adur & Worthing Councils' Statement of Community Involvement (SCI) have been met (See Adur SCI and Worthing SCI). This document also includes all representation received by the council, summarises the main issues and describes how these have been addressed in the final Development Brief.

The Development Brief is accompanied by a Sustainability Appraisal Report.

This is an addendum to the Sustainability Appraisal Report which accompanied the Draft Development Brief.

South Portslade Industrial Estate and Aldrington Basin

A Development Brief has also been prepared for South Portslade Industrial Estate and Aldrington Basin. This was adopted by Brighton & Hove Economic Development & Culture Committee in September.

The Draft Development Brief was subject to a six-week period of formal public consultation between January and March 2013. The Consultation Statement and Summary of Amendments provides further information on the consultation process including how the requirements of the Brighton & Hove City Council's Statement of Community Involvement (SCI) have been met. This document also includes all representation received by the council, summarises the main issues and describes how these have been addressed in the final Development Brief.

The Development Brief is accompanied by a Sustainability Appraisal Report.

Interim Planning Guidance

Shoreham Harbour Regeneration has prepared Interim Planning Guidance for the harbour and surrounding areas. The current version was adopted in October 2011.

This guidance has been produced to summarise the existing planning policy framework for Shoreham Harbour and surrounding areas. It is intended to guide development proposals and planning decisions during the interim period (until around 2014) whilst the Shoreham Harbour Joint Area Action Plan (JAAP) is prepared and adopted. It is an evolving document which will be updated periodically to reflect changes in the planning policy framework.

The Interim Planning Guidance includes the requirement for all development proposals in the regeneration area to be accompanied by a Sustainability Statement. A guidance note has been adopted which provides further details.

Development Briefs have also been prepared for proposed areas of change within the regeneration area.

Sustainability Appraisal and
Strategic Environmental Assessment

Brighton & Hove City Council has carried out a sustainability appraisal (including strategic environmental assessment) of the Revised Draft Joint Area Action Plan:

Adur District Council, Brighton & Hove City Council and West Sussex County Council are consulting on the plan and the sustainability appraisal between 16 December 2016 and 10 February 2017.

Each planning policy document produced as part of the Shoreham Harbour Regeneration Project will be accompanied by an SA/SEA. The purpose of this is to ensure that the principle of sustainable development is incorporated into the plan. Its role is to critically review and challenge the development proposals and seek the highest possible standards in relation to sustainability.

Following public consultation, a Sustainability Appraisal Scoping Report for the JAAP was produced in February 2012.

Following the introduction of the National Planning Policy Framework and a number of legislative and regulatory changes, an amended Sustainability Appraisal Scoping Report (Update) has been prepared.

The amendments to this report have been subject to consultation with statutory consultees. This report will serve as the scoping stage of the Sustainability Appraisal process for future planning policy documents produced by Shoreham Harbour Regeneration.

Sustainability Appraisals were prepared for the Development Briefs for the Western Harbour Arm, South Portslade Industrial Estate and Aldrington Basin.
