Council Tax Consultation

We are consulting about possible changes to two existing Council Tax discounts and the 'long-term empty premium' from 1st April 2020.

Since April 2013 every Council has been able to decide how much Council Tax to charge when a property is initially unoccupied and substantially unfurnished, and then how much to charge if the situation remains unchanged after two years (this is known as 'long-term empty premium').

Councils have also been able to decide how much to charge for properties that are unoccupied and undergoing structural repairs or major works.

Currently, throughout Adur and Worthing the Councils have decided that the following Council Tax should be charged:

  • For unoccupied and unfurnished properties:
    • Nothing is payable for up to one calendar month and after that the normal charge becomes due
    • After two years, 150% of the normal charge becomes due (ie a 50% 'long-term empty premium' is added)
  • For unoccupied properties undergoing structural repairs or major works, nothing is payable for up to three calendar months and after that the normal charge becomes due

We would like to know whether you think these two discounts and the 'long-term empty premium' should be changed from April 2020.

These charges do not apply to unoccupied properties where the Council Tax payer:

  • Is charity (such as a Housing Association) because there's no Council Tax to pay for up to six months
  • Has gone into hospital or a care home because there's no Council Tax to pay for an unlimited period
  • Has passed away because there's no Council Tax to pay until probate has been granted, and for up to six months after that
